This guide has been drawn up with the purpose of facilitating the environmental assessment process to which all Water Management projects must be subjected, as a result of the application of Spanish law that transposes the European legislation on the assessment of the repercussions of public and private projects on the environment.
This guide has been structured in five clearly differentiated parts that facilitate its consultation for any question to do with the environmental assessment process of the projects.
The first part refers to the legislation applicable in the environmental assessment process of any project on a community, national or regional level. It also includes, in Annex 5, a comparative study between National and Autonomous Legislation that allows to quickly identify the cases in which autonomous legislation is more demanding than state legislation. The second part considers all those terms habitually used in environmental assessment language and the knowledge of which facilitates interpretation for all those interested in the assessment process.
The third part examines in detail the process to follow for carrying out the environmental assessment of the projects, taking into account the diverse casuistry that may arise.
The fourth part contains a series of specifications of a technical nature that seek to facilitate the understanding of the scope and depth which environmental impact studies should have and whose use in the technical specifications of the projects will affect the improvement of their quality and usefulness.
The last part contains extensive information on the different data sources.
