
The European project LIFE24-GIE-ES-LIFE FloodProof (no. 101215524) is an initiative focused on improving resilience to flooding in the Vega Media del Segura region. The project has a total budget of €2,086,868, funded by the European Union Agency for Climate, Infrastructure and Environment (EU-AIE), and is coordinated by the Ceutí City Council.
The coordinating partner is the Ceutí City Council, and participating partners include the municipalities of Lorquí, Alguazas, and Las Torres de Cotillas, as well as the Federation of Municipalities of the Region of Murcia (FMRM), the Segura River Basin Authority (CHS), the Polytechnic University of Cartagena (UPCT), and various collaborating technical and business entities.
LIFE 'FloodProof' emerged in response to the Segura River basin's high vulnerability to flooding, with 28 episodes recorded between 2015 and 2021 affecting more than 265,000 people. The project's main objective is to mitigate flood risk in four pilot municipalities—Ceutí, Alguazas, Las Torres de Cotillas, and Lorquí—through the implementation of measures based on technological planning, institutional capacity building, and citizen participation.
Among the planned actions is the development of the 'sponge city' concept, which promotes nature-based solutions to increase the permeability of urban soil and improve stormwater management. Furthermore, the consortium will work on developing model municipal ordinances and best practice guides for flood risk management, in order to facilitate knowledge transfer and its incorporation into future territorial planning cycles.
