The General Water Directorate of the Ministry for the Ecological Transition and the Demographic Challenge has authorized the Segura O.A. Hydrographic Confederation. the initiation of the public information file of the documents related to the Project of the collector of Vertido Zero to the Mar Menor Norte. TT.MM. Various, (Murcia). File: 07.330-0628 / 0411.

This public exhibition is held for the purposes set out in:

  • Article 83 of Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations (Draft).
  • Article 18 of the Law of December 16, 1954 on Forced Expropriation and articles 17 and 18 of the Decree of April 26, 1957 that approves the Regulation of the Law of Forced Expropriation (List of Assets and Rights Affected).
  • Articles 36 and 37 of Law 21/2013 on Environmental Assessment, (Project and Study of Environmental Impact).

In relation to this latest law 21/2013, the following actors are identified:

  • "Promoter": General Directorate of Water. Ministry for the Ecological Transition and the Demographic Challenge.
  • "Substantive body": General Water Directorate. Ministry for the Ecological Transition and the Demographic Challenge.
  • “Environmental organ”: General Directorate of Quality and Environmental Assessment of the Ministry for the Ecological Transition and the Demographic Challenge.

Additionally, the public is informed of the following relevant aspects related to the project authorization procedure:

  • Purpose of the projected works:

    The final objective of the Project is to minimize the discharge to the Mar Menor of the waters that come from the quaternary aquifer of Campo de Cartagena, reach the lagoon. The catchment of the waters that run along the Rambla del Albujón in the section immediately before its mouth is also expected.

    For this purpose, in this project the technical and economic definition of the aforementioned water collection works and their conduction to the El Mojón area in San Pedro del Pinatar are carried out. The municipal terms affected are (from south North): Cartagena, Los Alcázares, San Javier, San Pedro del Pinatar and Pilar de la Horadada.

  • Description of the projected works:

    The works are broken down into the following actions:

      1. Drainage network for groundwater withdrawal:

        18.5 km of drains have been projected, formed by grooved PVC pipes, with diameters between 400 and 1200 mm, surrounded by gravel and wrapped by a geotextile. These pipes will be located in trenches of variable depth, with an average value of around 3 m in urban areas and 6 m in rural areas, and may exceed 9 m in depth in some section. The approximate height above sea level through which the drains will run will vary between level 0 and level 1.

      2. Conditioning of existing pumping stations and construction of new pumping stations:

        The adequacy of the EB-1 and EB-2 Pumping Stations located next to the mouth of the El Albujón and Los Narejos - Punta Calera rambles, respectively, is expected, starting from the replacement of the pumping equipment and the installation of new boilers for protection against water hammer. For the electricity supply to these two pumping stations, a photovoltaic electricity generation facility has been planned.

        Additionally, the construction of new pumping stations EB-3 and EB-4 located next to the Paseo de Santiago de la Ribera and the north of the urban center of Los Narejos, respectively, is planned.
      3. New delivery pipes, to transport the collected water to the regulation basin:

        Four drives are planned, whose pipes will have an overall length of 22.4 km, will be made of polyethylene and their diameters will range between 280 and 900 mm. Among them, drive No. 1 stands out, with a length of 19.4 km and a diameter of between 800 and 900 mm.

      4. Regulating basin and collector to El Mojón:

        This raft will have a capacity of 20,500 m³, it will be located in the municipality of San Javier next to the AP-7 motorway. The regulation raft will be connected to the El Mojón area through a 4.7 km pipeline, with a diameter of 800 mm, also made of polyethylene.

      5. Emissary of discharge to the sea of ​​the captured waters:

        This outfall will allow the collected waters to be dumped into the Mediterranean Sea, once they are suitably denitrified and, where appropriate, evacuated, if the latter process is deemed appropriate.

        For this purpose, a 7.2 km polyethylene outfall with a diameter of 1000 mm will be built. The outfall ends at a depth of 36 m, its end being more than 3 km from the Posidonia oceanica prairie, the main condition for the design of the outfall.

    The linear infrastructures of this project (drains, drives, collectors and outfall) have been calculated to be able to transport the aforementioned 33,213 m³ / day, which would total an annual volume of 12 hm³, however these linear infrastructures could admit flow rates of twice as large as indicated, this is 66,000 m³ / day.

    All the works are located in the territory of the province of Murcia, with the exception of a 500 m section of the land section of the outfall, which is located in the Alicante municipality of Pilar de la Horadada.

    The Base Budget for the Tender for the Works amounts to € 70,168,661.85.

  • Environmental processing of the projected works:

    It has been considered that this Project should be submitted to an Ordinary Environmental Impact Assessment. The Environmental Impact Study prepared takes as a starting point the “Informative Project Analysis of solutions for zero discharge to the Mar Menor from the Campo de Cartagena”, carried out by the Ministry for Ecological Transition in 2018-2019, which has a Declaration of Favorable Environmental Impact.

    Environmental Impact Statement and Project approval Resolution.

    Thirty (30) business days counted from the day after the publication of this announcement in the last of the official bulletins in which it is to be published, these are: the Official State Gazette, the Official Gazette of the Region de Murcia, the Official Gazette of the Generalitat Valenciana and the Official Gazette of the Province of Alicante.
