In application of article 25.4 of the consolidated text of the Water Law, and with regard to the territorial scope of the Segura Hydrographic Confederation, this Basin Agency must issue a report on the acts and plans that the Autonomous Communities must approve in the exercise of their powers, among others, in the area of urban planning and urban planning, and public works of regional interest, provided that such acts and plans affect the regime and use of continental waters or the permitted uses in lands of public hydraulic domain and in its bonded and police areas.
This is also applicable to acts and ordinances approved by local entities within the scope of their powers, except in the case of acts dictated in application of planning instruments that have been the subject of the corresponding previous report of the Hydrographic Confederation .
When the acts or plans of the Autonomous Communities or local entities involve new demands for water resources, the report of this Hydrographic Confederation will expressly pronounce on the existence or non-existence of sufficient resources to satisfy such demands.
In order to facilitate the exercise of a coherent territorial and urban planning and compatible with the protection of the hydraulic public domain and its associated areas, as well as to speed up its administrative processing, this Hydrographic Confederation has developed guidelines to follow so that the documentation to be provided is complete and correct.
