Scenarios

The drought and scarcity indices described translate into some scenarios:

  • Drought indices determine the possible existence of prolonged drought, for the purposes of both environmental flows and temporary deterioration, according to the following table:

  • The scarcity index determines the scarcity scenario according to the following table:

  • Both indices (drought and scarcity) determine the possible extraordinary drought situation

The President of the Segura Hydrographic Confederation may declare excepcional exceptional situation due to extraordinary drought ’when the following demarcations occur:

  • Shortage warning scenarios that temporarily coincide with the one of prolonged drought.
  • Shortage emergency scenarios.

In the same way, the President will declare the end of the exceptional situation when it can be verified that the objective circumstances that motivated the declaration do not exist.

Due to the importance of the volumes received from the Tajo-Segura transfer in the attention of all the uses and demands of the demarcation, the state of prolonged drought that, together with that of conjunctural scarcity, is required for the A declaration of an exceptional situation due to extraordinary drought may be made either in the Segura demarcation or in the headwaters of the Tagus.
