Uses and demands

According to the HPI , water uses are considered to be the different kinds of use of the resource, as well as any other activity that has repercussions on the state of the waters.

For the purposes of the provisions, the uses considered are:

  • Supply of populations: includes domestic, public and commercial use, as well as small consumer industries connected to the network. In addition, it includes the supply of the seasonal tourist population.
  • Agricultural use: includes crop irrigation and the use of water in livestock production.
  • Industrial use: includes all industrial use.
  • Other uses: energy use is included here (both for energy production, as well as for the cooling of hydroelectric, thermal and nuclear power plants), aquaculture and service uses (golf courses).

Water demand is the volume and quality of water that users are willing to acquire to satisfy a given production or consumption objective. These demands can be consumptive or non-consumptive.

As non-consumptive demands, the flows used by the hydroelectric plants are considered, as well as the flows taken from the water courses for aquaculture, navigation and for nautical activities and which are subsequently returned in their entirety to the public hydraulic domain. The use of navigation and water transport is not considered significant.
