Water scarcity and droughts. Pilot basin

The Segura Hydrographic Basin has been proposed by the General Water Management Office of the Ministry of Agriculture, Food and Environment as the Pilot Basin to develop drought indicators in the framework of the Water Scarcity and Droughts Group of Experts, which was created in 2006 within the Common Strategy for the Implementation of the Water Framework Directive, and whose goal is to develop the Water Framework Directive in matters of Water Scarcity and Droughts.

The Segura Hydrographic Confederation, as the competent body in matters of water in the area of the Hydrographic Basin, through the Hydrological Planning Office, is in responsible for carrying out the actions derived from the role of the Basin as Pilot Basin to develop drought indicators, for which it has the collaboration of the Thermal and Fluids Engineering Department of the UPCT, thanks a collaboration agreement signed between these two entities.

In addition, the results of the works to be developed within the agreement will also be decisive for achieving other objectives established within the goals of the Water Scarcity and Droughts Expert Group.

These objectives include supporting the creation of drought risk maps, exchanging drought management expertise for the Basin Hydrological Plans, which is currently in the last stage of being drafted, or supporting the integration of aspects related to water scarcity and droughts within the Water Information System for Europe, among others.

In order to achieve these objectives, the information obtained from the Segura Hydrographic Basin as Pilot Basin will play a fundamental role because of its extensive experience in managing extended drought periods.

Meeting of Experts on Agricultural Drought Indices (WMO/UNISDR)(Murcia, June 2-4, 2010)

During June 2, 3 and 4, 2010, a meeting of international experts on agricultural drought indices sponsored by the World Meteorological Organization (WMO) was held as part of the International Strategy for Disaster Reduction of the United Nations (UNISDR). This meeting was the follow-up to the Early Warning System workshop held in Lincoln in December of last year.

In this meeting, organized by the Segura Hydrographic Confederation represented by the Hydrological Planning Office, the different agronomic drought indicators that are being used around the world were evaluated in order to advance towards the determination of an internationally recognized agricultural drought indicator.
